The exam asks who may not enter: cyclists and unpowered disabled vehicles; a moped or light moped may. The trap lies in the cyclist rule: a cyclist must then dismount and walk, because a pedestrian pushing a bicycle is a pedestrian. Such a sign often stands at a shopping street or a tunnel.
