The model: Motorway: 130 standard, 100 by day — and the fixed 80 on some ring roads
Standard on the motorway: 130 km/u (Book p.119). Between 06:00 and 19:00 this is reduced to 100 km/u. Between 19:00 and 06:00 the standard 130 km/u applies again, unless traffic signs indicate a lower speed. On some ring roads near cities, however, a permanently lower maximum of 80 km/u applies, regardless of the day/night rule.
