The trap
Many learners think: A zero-emission zone also bars ordinary petrol or diesel private cars, just like an environmental zone.
The rule is: Regulation (verified 2026-07-10) - the zero-emission zone applies to vans and trucks (commercial transport), NOT to private cars. A private car, even a hybrid, falls outside this rule
Challenge
Your colleague next to you states firmly: 'Zero-emission means only fully electric or hydrogen — your hybrid stays out.' He is confusing the zero-emission zone with the environmental zone. The exam designer knows students mix up these two signs, and builds exactly on that.

Core
An environmental zone is an area banned for private cars, commercial vehicles, trucks or buses with a diesel engine (Book p.202). This rule therefore also affects ordinary, privately owned diesel cars. A zero-emission zone is a separate, stricter sign: an area banned for vans and trucks (commercial transport), except for emission-free vehicles (electric or hydrogen). Private cars — including hybrid private cars — are not covered by this rule at all: it was simply not written for them. A hybrid commercial vehicle (van) running on fossil fuel does not get automatic access to a zero-emission zone; it follows the emission-class transition rules: Euro 5 vans until 1-1-2027, Euro 6 until 1-1-2028, and new vans must be emission-free from 1-1-2025. A vehicle's emission class is shown on the registration certificate and/or in the RDW vehicle register.

Why it matters
Mixing up these two rules costs money in both directions. A private hybrid driver who thinks he is banned drives an unnecessary detour. A company-van owner who thinks 'hybrid is clean enough anyway' drives straight into a zero-emission zone and gets fined — because his vehicle falls under the commercial rule, not under any exemption for private cars.

Frequently asked questions
‘A zero-emission zone also bars ordinary petrol or diesel private cars, just like an environmental zone’ – is that true?
No. Regulation (verified 2026-07-10) - the zero-emission zone applies to vans and trucks (commercial transport), NOT to private cars. A private car, even a hybrid, falls outside this rule
‘An environmental zone is only for diesel trucks; ordinary private cars may always enter’ – is that true?
No. The environmental zone is a banned area for private cars, commercial vehicles, trucks OR buses with a diesel engine. A diesel private car is therefore included
‘Environmental zone and zero-emission zone are two names for the same rule’ – is that true?
No. These are two separate rules with a different target group: environmental zone affects private cars, commercial vehicles, trucks and buses (diesel); zero-emission zone affects only vans and trucks (commercial)
‘A hybrid van running on fossil fuel may always enter a zero-emission zone, because it is partly electric’ – is that true?
No. Regulation verified 2026-07-10 - a hybrid commercial vehicle running on fossil fuel does not get automatic access; it follows the emission-class transition rules (Euro 5 until 1-1-2027, Euro 6 until 1-1-2028; new vans emission-free from 1-1-2025)
‘In a zero-emission zone only fully electric vans may drive already now’ – is that true?
No. Legislation (verified 2026-07-10) - vans follow emission-class transition rules (Euro 5 until 1-1-2027, Euro 6 until 1-1-2028); new vans must be emission-free since 1-1-2025
