What the exam asks about this sign
The exam asks what to do at a dead-end road: you may enter, but you cannot get out at the other end; turning round is allowed unless F7 stands. A plate may say that cyclists or pedestrians can go through. Trap: candidates think the sign is a road closure.
Often confused with

L9— Advance sign: the side road is a dead end, the road you are on is not. - Closed in both directions for vehicles
C1— Road closed: there you may not enter. - No U-turn; turning around is prohibited
F7— No U-turns: then you cannot turn round in the dead end.
